Taitung Forest District Office Jiaming Lake National Trail Cabins Management and Lodging Application Regulations

  • The Taitung Forest District Office (hereinafter referred to as the Office) Jiaming Lake National Trail is located in the 16th, 17th, 19th and 20th Forest Units of the Guanshan Reserve. District, and is within the boundary of the Guanshan Major Wildlife Habitat, so designated according to the Wildlife Conservation Act. 
  • The main purpose is to conserve wildlife, preserve species diversity and natural ecological balance, and promote mountain hiking and eco-tourism. These Regulations are formulated to facilitate the management and reservation of the Jiaming Lake National Trail cabins and campsites, promote fair use of public resources, and reduce disturbances and environmental impact from activities on the trail.
  • Camping in Jiaming Lake National Trail is prohibited outside of designated areas. Facilities provided in the trail are:
    • Twenty-five 4-person camps at the entrance of the Siangyang National Park Forest Recreation Area.
    • The Siangyang Mountain Cabins, Jiaming Lake Cabins and Jiaming Lake Campsite. along the trail. The cabins have 70 beds each and the Jiaming Lake Campsite has six 6-person camps to provide lodging for a total of 176 people.
  • The cabin and campsite lodging provided by the Office is non-profit. In the event of business and management events such as official forestry business, rescue training, academic research or forestry promotion, the Office may reduce the number of available lodging or temporarily suspend application for reservation.
  • Reservation for the Jiaming Lake Cabins, Jiaming Lake Campsite and Siangyang Cabins must be made through the Internet. Telephone and on-site reservations are not accepted.
  • The rates for Jiaming Lake Cabins, Jiaming Lake Campsite and Siangyang Campsite  are determined by the Office.The Jiaming Lake National ParkTrail is within the mountain control area. In addition to needing permit for cabin or campsite lodging, visitors engaging in mountaineering activities in the major wildlife habitat are required to apply for mountain permit with the police agency (except for Siangyang Camp). Staff from the Office and Forest & Nature Conservation Police Unit will carry out random checks.
  • Applications for the Jiaming Lake Cabins, Jiaming Lake Campsite and Siangyang Campsite shall be handled according to the following regulations:
    • Please refer to the Taiwan Forest District Office Jiaming Lake National Trail Cabins and Campsite Lodging Rates.
    • Please select carefully when making cabin or campsite reservation. Simultaneous reservation for Siangyang Mountain Cabins, Jiaming Lake Cabins, Jiaming Lake Campsite and Siangyang Mountain Campsite for the same dates will not be accepted.
    • Reservation time:
      Reservation is opened 5-60 days before check-in date.
    • Application methods and regulations:
      • Jiaming Lake Cabins and Jiaming Lake Campsite:
        • Number of applicants: Application form can be filled by one person. There are three fields for personnel information.
          • Field 1: Applicant/Team Leader (the system will automatically fill in information);
          • Field 2: The Team column accepts a maximum of 9 team members;
          • Field 3: The Mountain Porter column accepts a maximum of 2 people.
        • The applicant must lodge, and cannot be replaced. Application for changes must be completed and approved by the Office. Only 2 changes per person per year are accepted.
        • Application information (such as payment, bed number, lodging receipt) can only be accessed by the applicant. The applicant must be in fact the team leader and lodger.
        • The person in the Mountain Porter field must be in fact engaged for cooking or carrying heavy loads, and shall be required to provide verifiable proof to be approved for lodging. The slot will be cancelled if information is found to be false.
        • Bed spaces are assigned by lottery. Applicants for successive days of lodging must win the lottery for each day to be approved for cabin lodging.
        • Application Method:
          • Stage 1: When application opens, please go to the Mountain Cabins Application Website. Successful applicants will be notified by e-mail, and the application form will be included for lottery.
          • Stage 2: The application system will conduct a lottery for bed space at 3 p.m. thirty days before check-in. Applicants will be notified of lottery result by email. Applicants who are successfully in the lottery will receive further SMS text messages, and the results will also be posted on the Website bulletin. Applicants who did not win the lottery will be put on waiting list.
          • Stage 3: The system will conduct a daily lottery at 3 p.m. on remaining bed spaces 4 to 29 days before check-in date. Applicants will be notified of the lottery results via email. Applicants who are successful in the lottery will receive further text notification, and the results will also be posted on the Website bulletin.
        • To modify the content in the application form, please do so before the lottery for bed space.
        • For fairness, successfully lottery bed space cannot be substituted with another person if the applicant can not make the trip for any reason, with the exception of the leader (guide).
        • Persons not on the approved list of lodgers or those with no identification on hand shall not be permitted to lodge.
      • Siangyang Campsite
        • The number of camps can be applied according to need. Each camp can accommodate up to 4 people. Availability is on a first come, first served basis.
        • Application method:
          • Stage 1: When application opens, please go to the Mountain Cabins Application Website. Successful applicants will be notified by e-mail, and those with successful reservation will be further notified by text. Rresults will also be posted on the Website bulletin.
          • Stage 2: The system will automatically fill the waiting list 4 to 29 days before check-in date. Applicants who successfully obtain a camp will receive text notification, and the results will also be posted on the Website bulletin.
    • Payment for cabins and campsites:
      Applicants must pay within 5 days after successfully drawing on the lottery for bed space/camp ( for those who successfully draw 9 days before check-in date, please pay within 2 days). Overdue payment is regarded as relinquishment, and the system will automatically cancel lodging eligibility.
      • Payment through bank teller must be received before 3:30 p.m. on the day of transaction.
      • ATM transfer online transfer must be received before 24:00.
    • Cabin bed number and campsite number notification and time: Bed number/camp number for team lodging will be emailed and text to the applicant at 8 a.m. four days before check-in, and the information will also be posted on the website bulletin.
    • Cancellation for cabins and campsites:
      • To cancel reservation for lodging or reduce the number of lodgers, the applicant should go to the application website and make the necessary changes. Refund is calculated based on the first day of check-in. Regulations for cancellation and refund are as follow:
        (Calculation standard--For a single-day stay, refund is calculated based on the day of check-in. For multi-day stay, refund is calculated based on the first day of check-in).
        • If cancellation is completed 8 days before the check-in date, the full amount will be refunded.
        • If cancellation is completed 4-7 days before the check-in date, 50% of the amount will be refunded.
        • No refund will be given for cancellation made within 3 days before check-in date, or for no show on the check-in date.
      • To decrease or increase the number of days for reservation, please cancel reservation and reapply.
    • Personal information in the above application are processed by the Office in accordance with the Personal Information Protection Act.
  • Check-in and check-out:
    • Lodging is open for check-in at 1 pm.
    • Check-out must be completed before 12 noon.
  • When registering for lodging, please show your approval document for cabin bed space/camp and your photo ID for verification by the Office staff and the Siangyang police station. Before entering the mountain, visitors are required to watch a mountain safety video and the Leave No Trace educational video. Once on the trail, do not change lodging location or itinerary without authorization.
  • Visitors engaging in mountaineering activities in the Jiaming Lake National Trail must bring their personal food, drinks, tents, sleeping bags, oxygen cylinders and medical supplies.
  • In the event of a typhoon warning, forest fire or other emergencies, the Office shall issue additional emergency measures to prohibit entry. During this period, issued permit for entering the trail, cabin bed/campsite permit and mountain pass will be automatically invalidated. Those who have already entered the trail area should quickly evacuate according to regulation. The Office will refund fees paid, but application for delay or other accommodation dates are not accepted.
  • The Jiaming Lake National Trail is a legally designated Guanshan Major Wildlife Habitat. Except for approved academic research, the harassment, capture, hunting and killing of wild animals, the collection of specimens, the destruction of the original state of the trail or the unauthorized taking out of trail resources are strictly prohibited. Violators shall be subject to Articles 41 and 42 of the Wildlife Conservation Act.
  • The Jiaming Lake National Trail has a rich diversity of wild animals. To avoid affecting their foraging behavior, no trash cans are installed in the area. Visitors should take their garbage, kitchen waste and food with them when leaving to preserve the natural ecology.
  • Trail reminders:
    • Do not randomly discard garbage and waste.
    • Camping, barbecuing, noise, audio equipment or music are prohibited outside of designated areas.
    • Road conditions in mountain areas are unstable and prone to falling rocks or landslides. Please do not loiter or take pictures in these dangerous rock fall or landslide zones. Wild animals such as the Formosan black bears, Formosan sambar deer, poisonous snakes, and Yellow-throated martens frequent these areas, so please take precautions for your personal safety. Formosan macaques and Mikado pheasant also frequent these trails. Please keep your distance, and do not disturb or feed them.
    • Travel with companions and do not stray from the team, leave the route or take shortcuts.
    • Water is scarce in the mountains, so please conserve water. Be careful with fire when cooking to avoid forest fires. In accordance with Article 53 of the Forest Act, those causing a forest fire shall be punished by an imprisonment of two years or less, or a fine of NT$300,000 or less, and are liable for damages and losses.
  • Please help to maintain the cabin facilities, public properties and the environment.
  • Under the following circumstances, team application and entry into any cabins or campsites within the jurisdiction of the Office will be cancelled:
    • Rowdiness, with no improvement despite warnings. Depending on the severity of the issue, the entire team will be ineligible for 3-6 months.
    • Those making reservation with misappropriated identity card number shall be ineligible for one year.
    • Teams that are approved for entry, but fail to have their identities verified and stamped by the Office. The entire team will be ineligible for one year.
    • Anyone violating regulations by having unregistered overnight visitor in the cabin will be ineligible for one year, along with the unauthorized overnight visitor and other team members.
      In addition to posting the name list of the offending team, the length of ineligibility will be graduated (with 3 months between each level). Suspension for the first offense is 3 months; the second offense, 6 months. and so on in increasing length of time.
    • Those who make unauthorized change to their camp location after check-in will not be refunded for their payment, and shall pay lodging charges for the different camp and a handling fee of 50% (calculated based on the total lodging cost ). The Office will handle special circumstances on a case-by-case basis.
    • Those who lodge with no advanced reservation or who have not been approved by the management staff for on-site availability shall pay lodging charges and a handling fee of 50% (calculated based on the total lodging cost). In addition, the entire team will be ineligible for one year, and those who fail to pay the fees by due date shall be permanently ineligible.
    • For those found lodging or obtaining bed space under the false title of mountain porter, the entire team will be ineligible for 3 years, and shall be subject to relevant legal liabilities.
    • For those who obtained lodging through fraud or forgery, the entire team will be ineligible for 3 years, and shall be subject to relevant legal liabilities.
    • Those who repeat the above violations three or more times within 3 years shall be permanently ineligible.
    • For those found to lodge without cabin bed space/campsite permit and personal photo ID, the entire team will be permanently ineligible, and shall be subject to relevant legal liabilities.
    • For those causing fire as a result of improper use of fire or electricity, the entire team will be permanently ineligible, and shall be liable for damages.
    • For application made through illegal program or by interfering with the system, resulting in the infringement of rights of others or damaging the system, the entire team will be permanently ineligible, and shall be subject to relevant legal liabilities.
    • The above-mentioned " entire team " include the actual check-in name list and applicant for the lodging.
